Incorporating EU Experience in China’s New Environmental Protection Law

On 16th April, 2014, at the request of the Department of Policy and Law of the MEP, EGP hosted a seminar with the Standing Committee of the China National People’s Congress (NPC) on the theme of Incorporating EU Experience in China’s New Environmental Protection Law. The seminar was attended by:
•  Mr. YUAN Qingdan, Director of EGP.
•  Ms. YUAN Jie Director-General of the Administrative Law Office Legislative Affairs Commission, NPC Standing Committee, 
•  Mr. LI Qingrui, Director General of Department of Policy and Law, MEP, 
•  Mr. Liu Haitao, division chief of fi rst division, Administrative Law Office, Legislative Affairs Commission, NPC Standing Committee 
and 
•  Ms. LI Jingyun, Deputy division chief of Department of Policy and Law, MEP attended the seminar. 

During the seminar, EU environmental governance experts: 
•  Mr. Martin Griffi ths, water management expert; 
•  Mr. Sef van den Elshout, air quality expert;
•  Mr. Henri de Branche, EIA expert; 
•  Mr. Dimitri de Boer, Team Leader, Central Component of EGP

The EU Environmental Governance Experts introduced experiences regarding issues such as: citizens’ environmental rights and obligations; environmental public litigation; public participation procedures and “Not-In-My-Back-Yard” solutions. The NPC officials spoke highly of the organization of the seminar and appreciated the efforts of the EGP and its experts in their contribution to the preparation of the new chapters of environmental public litigation and public participation in the new amendment to the Environmental Protection Law. 

Director-General Li from MEP further expressed his sincere wish that the EGP team give further support to the revision and formulation of other forth coming environmental laws and policies in China. The programme team will stay in close contact with the Department of Policy and Law of the MEP and the Administrative Law Office of the Legislative Affairs Commission, NPC Standing Committee to consult their needs and better support their work.
