EGP National Training on “Public Participation Mechanism” and “Environmental Court Mechanism”

On 15-16 October 2013, the EU-China Environmental Governance Programme (EGP) implemented its 2013 training on 2 core themes of “Public Participation Mechanism” and “Environmental Court Mechanism” with each theme lasted for one day. Based on reports produced by EGP experts on the theme, presentations on the training also adopted practical experiences in the field from EGP local partnership projects(PP).The Blacksmith Institute and IVL, whose programs operated in Chenzhou, Hunan and Guizhou were hence invited to share their practices and challenges with the trainees. 
The training was opened by Ms Li Jingyun, deputy division chief of department of laws and regulations, MEP. During the speech, she mentioned that strict mandatory administrative measures such as Environmental Public Litigation, Daily Penalty and Sealing up and Detainment have been incorporated into the newly revised Environmental Law of PRC submitted for the upcoming third review. It is the outcome of dozens of years’ efforts from all sides, including from EGP with its experiences from EU and good practices from PP pilot sites. For example the public participation in policy decision recommendation formulated by the PP in Zhejiang and Shandong, the air quality information disclosure experiences of the PP in Shanxi, Hubei and Xinjiang, the soil remediation measures conducted by the PP in Hubei and Guizhou and the environmental courts practices carried out by the PP in Yunnan and Guizhou, along with their study reports all contributed to the process of the revision of the law. 
The training consists of two sessions--expert speeches in the morning session and group discussion in the afternoon. The training also serves as a platform for communications between European experts and Chinese front-line environmental professionals. Government officials and scientific institute researchers in environmental sectors, as well as NGO representatives from more than 20 provinces in China participated in the training.
