EGP 2nd Annual National Conference held in Beijing

The 2nd Annual National Conference of the EU funded EU-China Environmental Governance Programme (EGP) was hold in Beijing on Thursday 21 March 2013.  The conference briefly presented progress to-date of its Component 2 “capacity building” activities – plus some local perspectives in each of its four core themes identified during the implementation of its first annual work plan.  EGP’s Component 1 “Partnership Projects” – to be implemented over the next 2 years across 18 of China’s provincial regions – was also briefly introduced.


The conference programme was scheduled opening addresses by Ms Heidi HILTUNEN (Environment Counselor, Delegation of the EU), Ms LUO Yu (Chief, International Trade and Commerce, MOFCOM). Ms LI Jingyun  (Chief, Policy and Law Dept., MEP), and The morning programme was featured a keynote presentation from MEP analyzing current situation, challenges and trends of China’s public participation in environmental decision making and related environmental governance legislation.  A presentation by MOFCOM’s WTO affairs department Chief focus on corporate environmental responsibility in China from theoretical policy perspective. The afternoon session was featured detailed presentations by local EGP participants on local perspectives in each of the Programme’s four core themes.  European technical experts, EGP “PP” representatives and experts from MEP’s local Environmental Protection Bureaus will exchange their opinions on issues related to environmental information disclosure, public participation in environmental decision making, access to justice on environmental matters, and on cooperate environmental responsibility.


More than 150 environmental professionals and officials from MEP and its affiliated units, MOFCOM, DEU, enterprises, the legal sector and environmental and related NGOs attended the conference. Representatives from each of EGP’s 15 EU Grant funded “Partnership Projects” will also participate in the conference.
